Place the rice in a fine-mesh strainer and rinse under cool water until the water runs mostly clear. Drain well.

Heat the olive oil in a medium saucepan over medium heat. Add the garlic and cook for about 30 seconds, then add the rice and stir for 1 minute until glossy.

Add the broth and salt. Bring to a boil, cover tightly, reduce the heat to low, and cook for 15-18 minutes until the liquid is absorbed.

Remove the pan from the heat and let it stand, still covered, for 10 minutes. Do not lift the lid during this rest.

Fluff the rice with a fork. Fold in lime zest, lime juice, cilantro, and scallion greens if using. Taste and add more salt or lime juice as needed.
